service in the army, navy or police, and was superannuated in August
1904.

P.C. 53 (Charles Panitzke) was reported by Inspector Dannatt for being absent from the 4.45pm parade on the 28th inst., and not parading until 5.05pm and then being worse for drink and unfit for duty. The Officer having pleaded guilty and given his reasons it was :-
Moved by Councillor Wheatley.
Seconded by Councillor J. G. Hall.
That Panitzke be cautioned by the Chairman.
Moved by Councillor Gillett.
Seconded by Councillor Pool.
As an amendment that Panitzke be fined two days pay.

The Chief Constable having stated thus P. C. Panitzke who was off sick, had been ordered necessaries which he was unable to procure with his reduced pay.
It was moved by the Chairman.
Seconded by the Deputy Chairman.
That Panitzke be allocated full pay during the time he had been, and maybe, off sick.

In accordance with a suggestion made by Councillor Larard at the last meeting, the Chief Constable issued the following certificate from the Police Surgeon. VIZ:-
This is to certify that No. 53 P. C. Panitzke has been under my care since September 15th 1888, suffering from cirrhosis of the liver. The cause of his illness I believe to be exposure and chronic alcoholism. His condition is precarious.

Injuries to Constables.
The Chief Constable submitted reports as to an injury sustained by P. C. 53 (Panitzke) whilst assisting to convey a prisoner to the Police Station of the 9th inst., through being kicked on the lower part of the body necessitating his going off duty for two days and with reference to an injury sustained by P.C. 138 (George Benson) through slipping and falling with his right leg between the joists of a new building and grazing the skin off the shinbone necessitating his going off duty.

That the two Constables be granted their full pay.

Informations of Witnesses severally taken upon Oath, and acknowledged on behalf of our Sovereign Lady the Queen. Touching the death of Lizzie Kavanagh at the house known by the Sign of the Friendly Societies Hall Albion Street in the Parish of Sculcoates in the Town or Borough of Kingston upon Hull in the County of the same Town or Borough on the twelfth day of December in the fifty eighth Year of the Reign of our said Sovereign Lady the Queen and in the Year of Our Lord One Thousand Eight Hundred and ninety four before John Joseph Thorney Esquire.
Her said Majesty's Coroner for the said Town or Borough and County, on view of the body of the said Lizzie Kavanagh then and there lying dead as follows:-
To Wit
William Greenwood Sutcliffe
Of the Royal Infirmary in the said Borough
House Surgeon on his oathe said.
The deceased was admitted to the Infirmary on Sunday morning last.
She was extensively burned on the face, arms and chest.
She was in a hopeless condition.
The burns were dressed.
She suffered from shock and afterwards from fever.
She lived until 11th inst.
The burns followed by fever were the cause of death.

Elizabeth the wife of William Kavanagh of 2 Arthurs Terrace Waterloo Street in the said Borough Labourer at Forge on her oathe said.
The deceased was our daughter and 07 years old.
I have not known her play with fire.
About 12.10am. on 10th inst, hurried out of my house to the end of the terrace to look for my husband.
I left deceased sitting by the couch on the floor in the kitchen.
There was a small fire in the grate.
I kept her up for company for me.
I had not been out long and was running back when I saw her on the step on fire.
She was wearing her day clothes.
I tried to put the fire out, burned my hand, [Browns?] came up I wrapped her in his coat, put out the fire - she was brought in doors and then

She did not tell me how she got on fire.
She could not reach the lamp and had no matches.
The fire was very small.
Nothing was burned in the room.
Her name was Lizzie.
The mark of Elizabeth X Kavanagh.

I took the deceased to the Infirmary - I carried her in [Browns]? coat.
On the way she said she was sitting in front of the fire.
Fell asleep and fell onto the fire.

The Chief Constable submitted a Certificate from the Police Surgeon and a Report from Superintendent Grasby dated respectfully the 29th and 30th January, with respect to injury received by P.C. 52 (Panitzke) to his right hip, through slipping and falling on the footpath which was slippery through frost and snow at 6.50pm on 29th January which injury necessitated his going on the sick list.
Resolved:-
That for the time P.C. Panitzke was on the sick list he be paid his full pay.

The Chief Constable submitted a certificate from the Police Surgeon dated 16th June, that he had that day medically examined P.C. 53 Panitzke aged 53 years, and that he was suffering from Sciatica and Rheumatism, and was, in his opinion, unfit for further Police Duty.
Resolved:- That the Police Surgeon consult a Physician and present a joint report with
Reference to the health of P.C. Panitzke.

Read the following certificate namely:-
1, Albion St.
Hull
July 4th 1904.
We hereby certify that we have this day examined P.C. Panitzke No 53 and find that he is suffering from rheumatism implicating the left hip joint; and looking to the time the complaint has existed, as well as the negative results experienced from any treatment, we are of the opinion that he will be unfit for further police duty.

Panitzke has brought about or contributed to his infirmity by his own default or his habits.

The following further certificate from Dr. Elliot and the Police Surgeon.
July 18th 1904.
We have again considered the question of P.C. Panitzke's state of health being due to any habits of his own, and cannot find that there is anything in his condition leading us to, with justice to, suppose that it is so.

6th July 1904.
This is to certify that Police Constable 53 (Charles Panitzke) is incapacitated from infirmity of body to discharge the duties of his office and I attach a joint medical certificate from Dr. G. F. Elliot M.D., F.R.G.P. and Dr. J. Wright Mason M.B., D.P.H., Police Surgeon.
P.C. Panitzke joined the force on 18th November 1881. Since the passing of the Police Act 1890 he has been on the sick list 331 days and has therefore 21 years 266 days approved service, which entitles him to 22-50ths of his present pay (£86 0s 9d per annum) VIZ., £37 17s 1.5d per annum or 14s 6d per week.

That P.C. 53 (Panitzke) be granted a pension of 14s 6d per week, subject to the amount being checked by the City Treasurer.
